Helps protect your frame from getting dinged when the handlebars get turned. This is most likely to happen when you are carrying or walking your bike, not while riding. It can also happen in a crash.

Simple to install without tools, and will look a lot better than wrapping a scrap of bar tape or some other janky bullshit around your top tube.
